Dear Webby, Is it better to sharpen, lighten, darken etc on a digital picture before or after resizing it to the size needed?

It's best to do any picture tuning before you reduce the size. All those changes get blended in and look more natural after the resizing operation. The resizing should be the final operation before saving it under a new name. I usually don't save during any tuning, just in case I need an original version.
