I saw an ad for a 10 Megapixel camera for $199.99
That seems like an incredible deal. Is it a good deal
or fraud?

Personally, I would pay maybe $10 for it, to give to an
out of favor relative as a birthday present.
I saw that spam too, and if I had to describe that no-name
brand camera, I would say "Soon to be featured at great
discounts at many yard sales."
With a tiny plastic lens like that, and faked 10 megapixels,
they call it "10.0 mega pixels interpolated quality", picture
quality will be in the $10 - $25 range.
You won't ever get a good deal fro spam.
If you want a good camera, check out reputable on-line
camera stores like for example http://beachcamera.com
or look at http://pricegrabber.com.
For the same price you can get a Canon Powershot A400
PLUS an iP3000 printer, and from from reputable stores!
Or a Canon powershot A85. Those are serious cameras
with high quality lenses and worth their money.
